Originally the Palais-Cardinal, it was the home of Cardinal Richelieu.  When Cardinal Richelieu died it became the property of the King, thus the name Palais-Royal.  It currently houses the the Conseil d'État, the Constitutional Council, and the Ministry of Culture.  The gardens are a quiet place in the middle of a busy city to read and reflect.
